As part of a PPP model, ZÜBLIN is realizing 15 vocational schools that have been newly built, renovated and modernized at 8 locations. A total of 169,300 m² of gross floor space was created, offering modern learning spaces for future-oriented training.
Hamburg vocational schools project - new construction, refurbishment and modernization as part of a PPP model
Between September 2012 and August 2017, Ed. Züblin AG, Directorate North, SF-Bau Hamburg/Mecklenburg-Vorpommern unit (SF-Bau/HH-MV), together with the project company HEOS Berufsschulen Hamburg GmbH & Co. KG, realized an extensive construction project for the Free and Hanseatic City of Hamburg. The aim of the project was the planning, refurbishment and partial turnkey construction of new buildings for a total of 15 vocational schools, which will be grouped together at eight locations in future.
The project was implemented as a public-private partnership (PPP) and, in addition to the construction services, also includes the long-term management of the properties over a term of 30 years. The total contract volume amounts to around 700 million euros, with the construction and renovation services accounting for a share of 225 million euros.
The construction work included the modernization of over 50 buildings, the demolition of around 20,000 m² of old space and the construction of 90,000 m² of new gross floor space. In addition, 80,000 m² of existing space was extensively refurbished, meaning that the vocational schools will have a total gross floor area of 169,300 m² once the project is complete. The enclosed space amounts to an impressive 612,000 m³.
The project was implemented in close cooperation between Ed. Züblin AG, Otto Wulff Bauunternehmung and STRABAG Real Estate GmbH. The project company HEOS was responsible for overall coordination. The construction work was carried out by the Hamburg / Mecklenburg-Vorpommern turnkey construction division.
The challenge of the project lay in the complexity of the measures: In addition to new buildings, numerous existing buildings had to be renovated and modernized without significantly disrupting ongoing school operations. This required precise planning, flexible construction processes and close coordination with the authorities and users involved.
Another focus was the integration of modern educational concepts into the structural design. The new and renovated buildings offer bright, functional rooms, contemporary departments and high-quality technical equipment. This meets the requirements of future-oriented vocational training.

The Hamburg vocational schools project represents a milestone for the city's education infrastructure. It shows how the combination of new construction, refurbishment and efficient facility management within the framework of a PPP model can create high-quality and cost-effective solutions for public clients in the long term.
